"SPRINGFIELD — Like an old clock sitting on the mantel, an initiative that would end daylight saving time in Illinois is ticking away in the Statehouse. Although the measure sponsored by state Rep. Bill Mitchell remains on the legislative shelf for now, the annual rite of setting your clocks forward hits this weekend. Mitchell, R-Forsyth, said he was inspired to introduce the measure after the Decatur Herald & Review published an editorial last year decrying the time change and the physical adjustments people must make when they lose or gain an hour. Mitchell conducted an informal poll on the subject. He found most people would like to have that extra hour of sunlight in the fall and winter when people set their clocks back on Nov. 1. Although the national act allows states to ignore the change, only Arizona and Hawaii don't participate. If approved, Mitchell's proposal would go into effect in July.
